NIH Ends Continuous Submission & Updates Late Submisson
NIH NOT-OD-26-064, issued on March 31, 2026, ends Continuous Submission and significantly updates the Late Application Submission Policy. Please review the key points below:
Continuous Submission (CS)
Effective Aug. 11, 2026, the CS option will no longer exist for any NIH applications. Faculty with previously qualifying roles on NIH study sections, advisory boards, or committees will no longer be able to submit under this policy.
Late Application Policy
Effective for due dates on or after May 25, 2026, the Late Application Submission Policy will only apply to faculty with recent study section service within four calendar weeks before or after the due date. The prior two-month window is no longer applicable.
Other Reminders About Late Applications
- Not allowed for NIH Fellowships (F-series), SBIR/STTR applications, PF5/UF5 (new mechanisms for grants with international collaborations), or any NOFO/RFA that specifies late submissions are not accepted.
- Cover letter is required and must include either:
- Details of recent (4 weeks) study section/advisory service; or
- Other extenuating circumstances encountered by the PI that caused the missed deadline.
- If a deadline falls on a weekend or holiday, the two-week late submission period is calculated from the next business day.
What This Means for UConn Researchers and Administrators
- Plan submissions well ahead of deadlines – late submissions are now the exception, not the rule.
- Continuous Submission ends Aug. 10, 2026 – plan accordingly.

2026 NSF PAPPG Suplement 2 – Updates to Public Access Requirements
Dear Researcher:
The National Science Foundation (NSF) has published a second supplement to the Proposal and Award Policies and Procedures Guide (PAPPG) 24-1, effective January 22, 2026. This supplement updates NSF policies related to public access and the sharing of research products, including publications and data. These changes apply to all NSF awards issued on or after this date.
Key changes relevant to researchers include:
- Public Access Repository (PAR) updates: The previous 12‑month embargo for PDF publications has been removed. Deposits of Author Accepted Manuscripts (AAMs) and Versions of Record (VoRs) are now supported, and all deposits receive a persistent PAR ID, similar to a Digital Object Identifier (DOI).
- Integration with Research.gov: PAR IDs and publication metadata will now auto-populate into NSF project reports. Direct dataset entry in project reports is no longer allowed.
- Data Management & Sharing Plans (DMSPs): NSF has updated requirements for submission and content of DMSPs, including expectations for linking datasets to publications.
- Broader public access expectations: Researchers are encouraged to ensure that all NSF-funded research products and supporting data are shared in accordance with NSF policy at the time of publication.
Action for researchers:
- Review your current and upcoming NSF projects to ensure compliance with the revised public access requirements.
